Malik was specially invited as a keynote speaker in the conference as he won ID World Outstanding Achievement Award 2009 after competing against 250 shortlisted candidates of Fortune 500 companies belonging to 75 countries.
Presenting his thesis on e-Government programmes, Tariq emphasized that it can be more effective if tied to identity Management System. “Government is about people, who have identities, e-Government programs bring transparency if those are built on Identity databases,” he said adding that NADRA has key role in eroding corruption in society and it will help government institutions to ensure transparency using cutting edge technology solutions which will result in improved service delivery.
He said that NADRA is catalyst in trans forming e-Govt agenda in Pakistan. It houses world largest multi-biometrics database and has very effectively used it to bring transparency in government’s citizen centric initiatives like Benazir Income support Program, Cash Disbursement Program for Internally Displaced people, Machine Readable Passport Issuance, Electronic Seafarer Cards Program, E-Arms License Initiative, Motorway Toll Collection using e-toll application, ID Card Verification through SMS, integrated Border Management solutions and Biometrics Access Systems. These program shave added public convenience, improved service delivery, and ensured transparency, he added.
With over 78 million children registered, NADRA has one of the largest biometrics database which has helped the Govt in many social programs such as Benazir Income Support as well as registration and disbursement of funds to one of the largest human displacement in Northern regions due to fight against terrorism. NADRA has done commendable job in helping IDPs through transparent cash disbursement by using biometrics identification.
