This was stated by the Vice Chancellor, University of Karachi (KU), Dr Pirzada Qasim Raza Siddiqui, here on Wednesday. Dr Qasim was delivering the presidential address on the occasion of the certificate distribution ceremony of a 15 day workshop. The event, titled `Use of Information and Communication Technology (ICT) in Political Science’, was organized by the Department of Political Science, University of Karachi.
“Since value addition is mandatory for a knowledge-based society, the need of the hour is to develop a system that can save time as well as funds, and it is possible only when we use modern technology,” Dr Qasim said.
Sindh Minister for Information Technology, Muhammad Raza Haroon, who was the chief guest on the occasion, appreciated the programme and said that the country’s spending on education should be more than 5 per cent of the GDP.
“Political Science is all about getting power and using the power to bring about a positive change and it requires the utilization of Information and technology. E-governance is a modern concept which results in good governance,” he noted.
Chairperson Department of Political Science, KU, Dr. Nusrat Idrees, said that the main objective of the workshop was to introduce the concept of e-governance to the students of political science.
Dean, Faculty of Arts KU, Dr. Saleem Memon, in his welcome address said that the key elements of good governance are transparency, participation and equal treatment which is possible if modern technology is used.
On the occasion, a presentation was also given by the IT Department of Government of Sindh, in which the E-Government Pilot Project for Sindh Phase II was introduced. The government representatives shed light on the e-office, electronic procurement service, HRMIB, Project Management System, Budgeting and Financing System.
