The third International Conference on E-Governance (ICEG 2005) that stressed the need for a paradigm shift in social thinking to use technology to solve social problems, concluded at the Lahore University of Management Sciences (LUMS) on Monday. India’s Dr Faqir Chand Kohli, Tata Consultancy Services chairman emeritus, was the keynote speaker at the concluding session, said a LUMS press release.

Dr Kohli, known as the father of the Indian software industry, called for effective use of technology in disaster management. Sharing his experiences about various technological experiments in India, Dr Kohli said that use of technology had resulted in considerable improvements in the Indian society. Highlighting the use of IT to increase cost effectiveness and productivity, Dr Kohli said that several small workshops in developing countries were manufacturing auto parts but they did not have access to technology like the computer-aided design software etc that could help increase productivity and improve quality. He said that they had set up a portal that would provide free software and training in computer-aided design and information about suitable materials for various tasks and added that people could access this portal through a dial-up Internet connection. He said that if it succeeded, the project would be expanded to 40 Indian cities and would generate a Rs 40,000 million revenue.

The Indian expert said that technology could make a difference in the textile industry, where computer-enabled design and visualisation process and inventory control could help the industry improve.

He said that IT could help improve adult literacy and added that they could send people to Pakistan to help the country design processes and train its people. Dr Anwar Khurshid, LUMS Dean, said that most problems discussed at the conference were directly related to Pakistan. The final day of the conference discussed various aspects of E-Governance including E-Banking, E-Commerce, electronic identity and its application for E-Government and automation of credit information bureau at the State Bank of Pakistan.
