The Council of Ministers of Bulgaria adopted documents with founding importance for the development of e-Government in Bulgaria On December 19, 2002 the Council of Ministers adopted the following important documents with regard to the implementation and development of e-Government in Bulgaria: E-Government Strategy of Bulgaria, Concept for Improving Administrative Services through One-Stop-Shops, Generic Model for One-Stop-Shop Services and Resolution for Bulgaria’s Participation in the Interchange of Data between Administrations.

The development of the E-Government Strategy was coordinated by the Coordination Center for Information, Communication and Management Technologies as a major part of the overall reform in the Bulgarian public administration. It is based on the already adopted: Strategy for Modernization of the State Administration, Strategy for Training of the Public Administration Personnel, Development Program of the Government, National Program for Integrated Administrative Services, National Strategy for Counteraction of Corruption, Program for the Implementation of Contemporary Information Technologies in the State Administration and other government documents. The main goal of the adoption of the Strategy is to organize and provide high-level government support for the process of e-Government development and implementation.

The Strategy was developed by a working group, comprising representatives from the state administration, and with the active participation of various NGOs, industrial associations and representatives from the private sector. The final draft of the document was presented for discussion on October 02, to 85 experts from the state administration, NGOs, international and Bulgarian IT companies, the media, The Bulgarian Academy of Science and several universities. The development and implementation of the e-Government systems will be managed and monitored by a newly established Interdepartmental Council.

IDA (Interchange of Data between Administrations) is a European Community driven strategic initiative using advances in information and communications technology to support rapid electronic exchange of information between Member State administrations. The objective is to improve Community decision-making process, facilitate improved functioning of the internal market and accelerate policy implementation.

Its mission is to co-ordinate the establishment of trans-European telematic networks by: promoting implementation of sectoral networks in priority areas, developing network interoperability measures. extending network benefits to EU industry and citizens, co-operating with Member State authorities and Community services, promoting convergence towards a common telematic interface.

Initially, IDA helped set up the infrastructure, establish common formats and integrate new ICT based business processes. It is now improving network services, tools, security and interoperability, opening IDA to more sectoral areas, and very soon, to the EEA and EU applicant countries.

Bulgaria’s participation in IDA is of major importance for the country’s accession talks. The benefits of this participation should be sought in three main directions:

  • Access to IDA’s financial funds for projects of common interest;
  • Access to the common network of the European administrations and direct access to the European databases;
  • Unification of the technical and program requirements of the national network for data interchange between administrations in compliance with EC requirements.
The Concept for Improving Administrative Services through One-Stop-Shops and The Generic Model for One-Stop-Shop Services were developed by the Directorate “State Administration” in cooperation of KPMG within the three-year project “Improving Public Services through One-stop-shop”, funded by the British Department for International Development.

These documents, along with the Strategy for Modernization of the State Administration, form the basis for modernization of the administrative services to citizens and businesses. The process is to be managed by the newly established Interdepartmental Council for Coordination of the Activities for Improving Administrative Services and Implementation of e-Government.
