The Immigration and National Registration Department yesterday signed a B$ 4.6 million contract with ITPSS Sdn Bhd to revamp the department's system for a speedy public service d and to heighten security against human trafficking across all checkpoints and control posts in Brunei. The two e-government projects - border control expansion and system migration and expansion towards e-government - worth $4,639,241.00 are the biggest ever to be awarded by the department so far.
Pehin Dato Awg Hj Adanan, Minister of Home Affairs, witnessed yesterday's ceremony that was signed between Zainal Abidin bin Dato Paduka Hj Ahmad, Acting Director of Immigration and National Registration Department, and Shamsul Bahri Hj Kamis, CEO of Information Technology Protective Security Services (ITPSS).
It was witnessed by Ahmaddin bin Hj Abdul Rahman, Acting Deputy Director of Immigration and National Registration Department, and Titi Sulastri Hj Timbang, Business Development Marketing Manager of ITPSS. The event took place at the Empire Country Club.
Also present were Deputy Minister of Home Affairs, Pehin Dato Awg Hj Dani, and Deputy Minister at the Prime Minister's Office, Dato Awg Hj EusoffAgaki, who is also the Director of Internal Security Department (ISD).
The border control expansion will be a continuity of the existing, border control system implemented in 2000.
The difference with the border control expansion is that it will use a web-based application where the system can be accessed from anywhere.
This project also employs the `print on immigration endorsement' method into the travel document used to enter and exit the country.
It is believed that the print-on immigration endorsement will overcome the problem of fake immigration stamps as well as `flying passport' activities that are now a global problem faced by any immigration departments.
The new system will also speed up the inspection process of travellers at the control post while also heightening the security level.
The `system migration and expansion towards e-government' will involve all sections under the Immigration and National Registration Department.
It will connect all systems at the department with the border control system at control posts as well as the Smart Identification Card system.
Amongst others, the objective of this connection is to ensure a speedy sharing of information especially on the data entry aspect between the department and other sections.
On the aspect of security control, the system will provide accurate authentication should the department need to investigate on a data or a person's individual details.
The project will use the Smart Card as a basis to identify managers, guarantors or applicants who are citizens and permanent residents of Brunei. To ensure the authenticity of a foreigner travel document, monitoring equipment will be employed holistically not only at control posts but also at all counters at the Immigration department
The department is confident that with the revamped system, it will enable officers to provide quality service and delivery that will fulfill the public needs, said Zainal Abidin.
"At the same time the department will not lag behind in playing its role as one of the responsible agencies in ensuring”.
