The Business Licensing System will be an integrated system that provides forms through interfaces to three information hubs - 'people', 'business' and 'land' - for parallel processing of business licensing applications, status tracking of applications, and online, payment facilities.

The system also sends out convenient alerts and notifications via SMS and e-mail.

This was stated by the Acting Director of the Management and Finance Division of the Ministry of Industry and Primary Resources (MIPR), Effandi bin Hj Salleh in a speech during the dialogue with small and medium entreprises (SMEs) on the use of Brunei Licensing System (BLS) yesterday.

BLS is a one-stop service portal for businessmen to register their businesses and apply for required licences, permits and registrations.

It is a single integrated form-filling process by which applicants no longer need to make several trips to the respective agencies.

The main objective of implementing BLS is to make Brunei an attractive and conducive place to do business and to enable existing and potential entrepreneurs to start up their businesses considerably easier.

According to Effandi, BLS is an e-Government project which was initiated towards the end of 2008, soon after the release of the World Bank and International Finance Corporation's Ease of Doing Business Report 2008 which included Brunei Darussalam for the first time.

In 2010, a World Bank report ranked Brunei 112th out of 183 economies across the world in terms of "Ease of Doing Business".

The objective of yesterday's briefing was to share with the business community the moves made by the Brunei Government to facilitate Ease of Doing Business.

In an effort to improve the identified parameters, MIPR and the Ministry of Home Affairs proposed the BLS as one of the initiatives under the e-Government flagship project.

The first stage of the implementation of BLS was a consultancy project on "business process re-engineering", which primarily looked at how the Client's Charter (Tekad Pemedulian Orang Ramai, TPOR) could be improved.

The business process re-engineering project was completed in June 2009, and seven recommendations were submitted by the consultants, one of which was the creation of a single online point of access by members of the public sector for 13 business licensing-related transactions with 13 relevant agencies.

Among the transactions mentioned in the recommendations was the Registration of Companies.
