The first strategy of the e-Government is to enhance the skills of about 400 I-T officers and staff at the National e-Government Centre. The second strategy is for other officers and staff in the civil service to take part in awareness programmes such as awareness and basic training programmes for users, officers and those without an IT background.

According to the Deputy Permanent Secretary of I-T and e-Government at the Prime Minister's Office, Awang Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Hj Mohd Yusof, as the Overall Government C-I-O, one of the large programmes implemented since 2008 was the ICT Conversion Programme which was a post graduate diploma programme over an 11 month period where the government has made arrangements with a neighbouring country to send the 2008-2009 intake of 8 selected government officers to undergo the programme.

The ICT conversion programme was conducted at the National University of Singapore. The second intake which will be sent this August, 3 non-IT officers will be sent to undergo their post graduate diploma. This is the efforts carried out and with these programmes it will enhance IT skills not only in handling and managing projects but also to understand the technical knowledge in implementing e-Government projects.
