Brunei Darussalam's bid to improve its government agencies' capabilities and to ensure effective public service delivery has moved into high gear with the opening of its e-government national centre. Starting its operation yesterday, the centre' will provide services in the aspects of operations, acquisition and human resource development in the field of in formation and Communication Technology (ICT), which are related to e-government initiatives especially in the civil service, according to a statement by the Prime Minister's Office.

A spokesperson at the Prime Minister's Office reserved to a later date further comments about details about the centre's operation such as the appointment of its director, location of the centre as well as its facilities.

The formation of the E-Government National Centre by command of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, Sultan and Yang Di-Pertuan of Brunei Darussalam was announced on Monday.

The centre will assist government agencies in setting up their own ICT infrastructure and system that will further enhance their capabilities via the internet.

Preparations for the setting up of a paperless government by various ministries and the drive towards achieving this goal will then be centralised and enhanced through the establishment of this new department, said the spokesperson.

Government ministries and departments will be able to develop their own infrastructure, test and implement their initiatives with the assistance and guidance of the centre's capabilities to ensure more reliable and efficient services, he added.

A new director will be appointed for the centre, but no timeframe was given for this appointment.

Earlier this year, Pengiran Dato Paduka Hj Ismail Pengiran Hj Mohamed, permanent secretary at the Prime Minister's Office said that Brunei's E-Government Strategic Framework for Action is under restructuring due to its slow implementation during the first five years.

Parts of the restructuring included the appointment of the Deputy Minister at the Prime Minister's Office as the executive leader of e-government and the establishment of a full-time body under AiTi known as the E-Government Technical Authority Body.

Among the flagship initiatives that were implemented over the years include the e-Education initiative from the Ministry of Education aimed at transforming the country to a more knowledgeable,, thoughtful, multi-skilled and competitive nation.

The e-Education drive introduced six goals and objectives to achieve its vision, including the provision of reliable and efficient ICT resources; appropriate and relevant training; ICT pervasiveness in the working and learning environment; and ensuring management administration and operational excellence in the education system.
