Transforming Government since 2001
On January 8 and 9, Universiti Brunei Darussalam (UBD) will host the International Conference on Business and Management at its Chancellor Hall.

Among the topics to be discussed will be Beyond Managing e-Government Projects by Dr Yong Chee Tuan from UBD's Department of Business and Management.

According to Dr Yong Chee Tuan, e-Government is a journey that focuses on the deployment of information Technology (IT) to enhance services with core activities that include the adoption and implementation of appropriate IT.

A recent study by Garner found that more than 70 per cent of e-Government initiatives fail to deliver their promises, while findings from other studies also indicate that many of these problems are not directly related to technology, such as the integration between various platforms and speeds of access.

In his paper, he has listed some key reasons why e-Government projects fail to deliver, including a lack of sustainable funding mechanism and commitment to see the project through from its installation to realisation stages; the fact that the project is not in line with the existing strategy, policy and/or process flows; as well as the failure of implementers and end-users to adopt changes and new ways of doing things.

The discussions will also take into the account these shortfalls and propose some solutions to avoid such mistakes in the future.

Another paper that will be presented is entitled e-Government in Brunei Darussalam - Facilitating Business, Creating the Competitive Edge by Dr Patrick Low Kim Cheng, Dr Mohammad Nabil Almunawar and Dr Fadzliwati Mohiddin, also from UBD's Department of Business and Management.

In this paper, it is highlighted that e-Government has been used to refer to the concept of using Information Communication Technology as ways to not only organise and manage, but also to facilitate, the government's administrative processes, especially its interactive processes with the public.

The paper seeks to address the enhancement of Government-Business (G2B) relationships via the electronic way.

E-government in the context of G2B should be aimed at helping businesses grow. It is a question of adapting and fusing the new with the existing or old to achieve excellent public services.

These and more papers will be presented at the conference, which carries the theme of Creating Competitive Advantage in the Global Economy. Over 100 abstracts on various interesting topics and more than 50 papers have been accepted for presentations during the programme.
