The Prime Minister's Office announced yesterday a contractual signing ceremony between the government and Accenture Private Limited held at the Civil Service Institute, Kampung Rimba yesterday. The agreement is for the "consultancy services in formulation of a government wide and ministerial IS / IT plan including the IS / IT implementation workshop and the development of the ministerial IS / IT plan" and is worth $4.75 million.

Signing on behalf of the Government was Dato Paduka Haji Hazair bin Haji Abdullah, Permanent Secretary at the Prime Minister's Office as the Chairman of the E-Government Programme Executive Committee (EGPEC) and signing on behalf of the company was Goh Lin Piao, Partner of Accenture Private Limited.

The key objectives are to prepare, equip and support ministries and lead agencies such as in the formulation and appraisal of their respective Ministerial IS / IT Plans and Government - wide IS / IT plan, in the assessment of these plans with the Brunei Information Technology Council Secretariat and in the production of request for proposals (RFP) for IS / IT projects confirmed during the project, to achieve enduring competitive advantage and to build stakeholder values aligned with the visions set out in the 8th National Development Plan, the National IT strategic Framework and the Electronic Government Strategic Framework.

As to achieve those objectives, Accenture Private Limited will work together with a local company, Sapura (B) Sendirian Berhad, to put together a comprehensive plan to transfer and infuse into the respective ministries critical competencies required to carry out and to appraise strategic and IS /IT plans through the provisions of systematic and tailored leadership programme for relevant senior civil servants to enhance the effectiveness of senior management, training methodologies, techniques and conceptual models to institute a disciplined approach to critical thinking and strategy formulation.

Essential templates, tool sets and job aids to enhance execution, facilitated workshops to set middle and upper management off the best footing in the planning process and advisory support for ministries and BIT Secretariat during the planning and RFP process.
