The government of His Majesty is conducting manpower planning exercise to ensure an adequate supply of ICT-trained manpower to develop and maintain the e-Government initiatives. There is insufficient IT human resource capability to support successful delivery of the programme. For example, there are less than 300 IT staff working with the government while another 500 IT positions have yet to be filled. The in-country talent pipeline for IT professionals is insufficient to meet the forecast demand for the next five years.

This was highlighted by the Acting Minister of Communications, Dato Paduka Haji Yusoff Hamid, in his opening address at the SAP IT Seminar for Brunei Darussalam yesterday at The Rizqun International Hotel, held jointly with SAP Malaysia and Brunei's leading IT-Telecom systems integrators and e-business enabler, KPF Comserve Sdn Bhd.

The seminar cum workshop, supported by the Authority for Info-communications Technology Industry of Brunei Darussalam (AiTi) and Universiti Brunei Darussalam (UBD), will provide training in key SAP applications for public sector, enterprise resource planning and supply chain management as well as in basic programming languages.

"We need certified IT training centres of international standard within Brunei Darussalam to produce IT certified personnel, trainers and other major IT professionals. With such centres, we will have the capability to develop local contents and produce solutions appropriate for our needs and objectives," the acting minister said.

He added that one of the many areas still pursued by Brunei Darussalam, is the development of human resources in IT related skills. Having the right IT-literate workforce would boost capacity and competitiveness in meeting the challenges of globalisation.

"The e-Government's programme that is now being implemented will provide all appropriate information and services online and move Brunei Darussalam into a paperless government.

"With the 'AiTi Infocomm competency training programmes' coming in place, we hope to see a significant growth in local talent and resources becoming certified ICT consultants. The competency programme also hopes to provide local talents with employment opportunities to meet the high demand not only locally but globally. This will nurture a strong human capital resource, which in the long term will attract more foreign investments into Brunei Darussalam," Dato Paduka Haji Yusoff Hamid said.

He added, "We therefore encourage partnership between foreign and local companies and solution providers in providing soft skill, management training and other certified professional certifications like Microsoft, IBM, Cisco, Apple and SAP, just to name a few. This is where corporate organisations like SAP are welcomed with their wealth experiences and skilled consultants worldwide to share their knowledge with us.

"The government alone without the full support and close cooperation of the private sector will not be able to bring Brunei Darussalam into the new era of information technology. The benefits and opportunities brought about by ICT are enormous and cannot be fully realised without strong commitment of all," he concluded.

During the opening ceremony, Business and Operations Director of KPF Comserve Sdn Bhd, Kenny Wong, delivered a welcoming address, while Mr Francis Lee, Head of Territory Sales Organisation, Malaysia, Brunei and Pakistan, SAP Malaysia Sdn Bhd, delivered an introductory address.

The seminar started with a presentation by Mr Steven Furst, Director of Business Development, Public Services Industry, APA SAP Asia Pte Ltd, who spoke on 'IT-Enabled Government Transformation - Deriving Public Value from IT Investments'.
