The Open Government Partnership is a multilateral initiative that aims to secure concrete commitments from governments around the world to promote transparency, empower citizens, fight corruption and harness new technologies to strengthen governance.
It was formally launched in 2011 by eight founding governments which include: Brazil, Indonesia, Mexico, Norway, Philippines, South Africa, United Kingdom, and the United States. At present there are more than 50 countries participating in the OGP.
The Regional Pilot Project is a three tier programme series currently applied in Central Borneo (to represent the provincial government), Indragiri Hulu (a small region in Riau, Sumatera representing regency government) and Ambon (the capital of Maluku province, representing city government).
The programmes include the establishment of an information and documentation office and transparency portals such as: Open Budget, Citizen Budget and Open School.
Open Budget will enable users to get more detailed information about the government budget being spent on Government projects. Citizen Budget on the other hand, serves the same purpose as ‘Open Budget’ but on a format which makes use of infographics to make it easier for users to understand the data.
Meanwhile, ‘Open School’ is dedicated to the sector allocated with the lionshare of the government budget – education. The portal allows users to access information on how budget for education is being spent and if it is being disbursed and used correctly.
Once the abovementioned projects are in place, it is expected to enhance the collaboration not only between government agencies but also with citizens as well to ensure that intended project outcomes are met and transparency and accountability is further emphasised.
