Transforming Government since 2001

Anti-Red Tape Authority (ARTA) Secretary Ernesto V. Perez hailed the rollout of electronic notarization as a major milestone in the government’s digital transformation efforts, saying the innovation will make public services more accessible while helping ease the burden on entrepreneurs and ordinary citizens.

Speaking at the Grand Ease of Doing Business (EODB) Fair at SM North EDSA Annex in Quezon City on Monday, Perez said e-notarization complements the Marcos Jr. administration’s push to streamline government processes, reduce red tape and bring services closer to the people.

“For small entrepreneurs, this is a big help,” Perez said, noting that business owners and applicants often spend considerable time and resources traveling to comply with documentary requirements.

Under the new system, the ARTA chief said eligible documents can now be notarized electronically through online platforms, eliminating the need for many applicants to personally visit a notary public’s office.

“Pwede na nilang gawin ito from the comfort of their home or the comfort of their office,” he said.

The e-notarization service was officially launched by the Supreme Court on Oct. 19, allowing Filipinos to have electronic documents notarized through accredited digital platforms.

Users may register through Supreme Court-accredited electronic notarization facilities, including Twala, QLegal and NotarizeIT, and select from a roster of commissioned electronic notaries public.

Electronic documents can then be processed through the approved platforms under the rules governing electronic notarization.

Perez said innovations such as e-notarization are aligned with the Marcos Jr. administration’s broader effort to simplify transactions, improve government responsiveness and create a more business-friendly environment.

The ARTA chief emphasized that regulatory reforms and digitalization are critical to attracting investments and generating employment opportunities for Filipinos.

He noted that foreign investors and business groups have long cited bureaucratic hurdles as a challenge in doing business in the country despite the Philippines’ strategic location, skilled workforce and strong economic potential.

According to Perez, making government transactions faster and more predictable can encourage entrepreneurship, boost investor confidence and contribute to the country’s economic growth.

The Grand EODB Fair serves as a one-stop venue where citizens and businesses can access services from multiple government agencies in a single location.

This year’s event brought together government offices and private sector partners in support of ARTA’s continuing campaign to make public services more accessible and convenient.

Perez said the initiative reflects President Ferdinand R. Marcos Jr.’s directive to cut unnecessary delays and improve the delivery of frontline services.

“Huwag natin pahirapan ang taong bayan. Tanggalin natin ang mahabang pila. Ilapit natin ang serbisyo para sa taong bayan,” Perez said, recalling the President’s consistent call for a more responsive and citizen-centered bureaucracy.

He also encouraged the public to report delays, inefficiencies and service-related concerns to ARTA, stressing that citizen feedback remains vital to improving government performance and accountability.

Perez cited instances in which the agency helped expedite permit applications and resolve long-pending transactions following complaints from affected businesses.

The ARTA chief thanked government agencies, private sector partners and stakeholders for supporting the Grand EODB Fair, describing the event as a concrete demonstration of a whole-of-government approach to governance.

“As one government, under one roof, we are bringing services directly to the people,” he said.

Officials said the Grand EODB Fair forms part of ARTA’s continuing efforts to advance ease of doing business reforms, promote digital governance and support the Marcos Jr. administration’s vision of a more efficient, transparent and service-oriented government.
