The Provincial Government of Palawan officially launched the Palawan ICT (Information and Communication Technology) Development Plan 2026–2031, becoming the first province in the country to establish a comprehensive roadmap that will guide its digital transformation over the next six years.

The roadmap was unveiled during the Digital Bayanihan Caravan of the Department of Information and Communications Technology (DICT) MIMAROPA on July 15, bringing together representatives from national government agencies, local government units, the academe, telecommunications providers, the private sector, civil society organizations, and development partners.

Provincial Planning and Development Coordinator Sharlene Vilches said the roadmap represents a shared vision of transforming Palawan into a digitally empowered province.

“Today, we are not simply launching a planning document. We are launching our shared roadmap towards a smart, innovative, inclusive, and sustainable digital future,” Vilches said.

She said the initiative supports the development agenda of Governor Amy Roa Alvarez, who recognizes digital transformation as an essential driver of inclusive development and a key strategy for achieving responsive governance, a stronger economy, and empowered communities.

The Plan also supports President Ferdinand Marcos Jr.’s statement in his 2023 State of the Nation Address that digitalization is vital to keeping the Philippines apace with global progress and his directive that no one should be left behind in digital transformation.

Vilches explained that while Palawan has implemented numerous ICT initiatives over the years, many of these were carried out independently by different offices and agencies.

The roadmap was developed through a series of planning workshops, technical consultations, and validation sessions with the DICT and various stakeholders to provide a unified framework for digital development.

The Palawan ICT Development Plan 2026–2031 envisions the province as a smart island province where information and communications technology supports sustainable tourism, resilient agriculture, efficient governance, environmental stewardship, and inclusive economic growth.

To achieve this vision, the roadmap is anchored on six strategic pillars: digital infrastructure; digital skills and workforce development; digital economy; digital governance and public services; digital inclusion and sustainability; and cybersecurity and data privacy.

These priorities will be implemented through three cross-cutting programs: the Provincial ICT Modernization Program, which seeks to modernize digital infrastructure and government systems; the Palawan Digital Talent Development Program, which aims to develop a digitally skilled workforce; and the Palawan Digital Transformation and Global Competitiveness Program, which focuses on promoting innovation and enhancing the province’s competitiveness in the digital economy.

Vilches said the roadmap adopts a systems-based approach, recognizing that digital transformation extends beyond expanding internet connectivity and requires investments in governance, innovation, digital skills, cybersecurity, and partnerships.

“Digital transformation is not the responsibility of one office or one institution. It is a shared responsibility that requires collaboration, innovation, and sustained investment,” she said.

She also encouraged government agencies, LGUs, academic institutions, telecommunications providers, the private sector, civil society organizations, and development partners to actively participate in implementing the roadmap through policy support, infrastructure development, innovation, research, capacity building, and community engagement.

The Palawan ICT Development Plan 2026–2031 is expected to guide ICT policies, investments, and development programs across the province, providing a unified direction for building a more connected, innovative, and digitally inclusive Palawan.
