The Department of Science and Technology (DOST) Samar has committed P1.5 million (US$ 27,000) in technical assistance to support Catbalogan City’s transformation into a smart and sustainable city. The funding will be used for a four-year project that seeks to integrate technology and innovative solutions across various sectors, ultimately improving public services and addressing future urban challenges.

The initiative focuses on leveraging technological advancements to enhance sectors such as healthcare, education, infrastructure, resource security, public safety, disaster preparedness, and climate change mitigation.

Dr Evelyn Bacarra-Tablante, DOST-Samar provincial director, highlighted the importance of the project, stating that it aims to maximise digital tools and innovative approaches to improve the quality of life for residents, create new opportunities, and address emerging challenges in the city.

Key components of the project include installing a data server to integrate the city’s office systems, implementing energy-efficient solutions that help reduce operational costs, and developing intelligent systems that enhance productivity by minimising manual labour. The goal is to create a streamlined, efficient city administration that supports residents and businesses more sustainably.

The project is part of the Smart City roadmap developed by DOST-Samar in collaboration with local stakeholders and government agencies. Catbalogan City unveiled its draft for the Catbalogan City Smart Roadmap at the CAS Academic Building, Samar State University in May last year. The City Information, Communication & Technology Office (CICTO), led by Engineer Exequiel C. Cabrigas III presented the phased blueprint.

Initially, the focus was on System Development and Integration, laying the foundation for future projects. In 2025, the city aims to expand its infrastructure, improve services, and enhance civic involvement. From 2026 to 2028, Catbalogan will focus on innovation, technology, and community development.

The 2029-2039 phase will emphasise sustainable development, technology, and environmental stewardship. By 2040, Catbalogan aims to achieve full sustainability with underground infrastructure and a robust digital ecosystem.

Now in its second year, the initiative focuses on using the Internet of Things (IoT) to enhance connectivity and efficiency. Dr. Tablante highlighted that the project aligns with the Philippine government’s digital transformation goals, particularly Sustainable Development Goal 11, positioning Catbalogan as a model for smart governance in the region.

Engineer Exequiel Cabrigas III, head of the city’s Information Technology (IT) department, confirmed that the Smart City Information and Communication Technology Office (CICTO) will oversee the implementation of the project.

He said that one of the first visible outcomes will be the introduction of a Treasury Office kiosk and the installation of public Wi-Fi in upland and island areas. Cabrigas emphasised that tangible improvements will be noticeable this year, with more advancements planned annually.

“By the end of this year, we will roll out the first Treasury Office with a kiosk and system in place. Public Wi-Fi will also be extended to upland and island communities. These are just the initial steps, with continuous improvements expected each year,” said Cabrigas.

Moreover, Catbalogan City will host the Regional Smart City Exposition and Networking Engagement (rSCENE) in 2025. This event will serve as a platform for showcasing innovative technological solutions, sharing ideas, and promoting sustainable development strategies. The event aims to further highlight the city’s progress and future aspirations in smart city development.

“We are deeply grateful for the support we’ve received in advancing the smart city roadmap for Catbalogan City. This collaboration enables us to harness technology to improve governance, enhance public services, and foster sustainable development,” Cabrigas expressed.

The project will also be extended to Calbayog City. To further engage local leaders and agencies, DOST-Samar will conduct road mapping activities from January 27 to 30, 2025, bringing together local government officials and key stakeholders to ensure continued success and progress in both cities.
