All communication operations by the Department of Transportation and Communication (DOTC) will be transferred to the Department of Information and Communications Technology (DICT), after President Benigno “Noynoy” Aquino III signed the bill for the Republic Act 10844.

The new bill will see to the creation of DICT where it will manage several communication agencies: Information and Communications Technology Office (ICTO), National Computer Center (NCC), National Computer Institute (NCI), Telecommunications Office (TELOF), National Telecommunications Training Institute (NTTI), to name a few.

It will fall on to the DICT’s responsibility to secure information – including data leaks. It will be responsible in developing digital literacy, build ICT expertise and better awareness among Filipinos and prepare them for the digital age.

The DICT’s primary responsibility is to establish free internet service for the public and in schools, along with developing an e-government to improve current systems and applications.

One of the visions the DICT aims to achieve is to make applications of permits, licenses, land titles, and similar, can be done online.

The law requires the department heads to have a minimum of seven years of competence and expertise in information and communications technology, information technology service management, information security management, cybersecurity, data privacy, e-commerce, or human capital development in the ICT sector.

As for the DOTC, it shall be renamed simply as the Department of Transportation.
