Lawyer John Paul Martin, city election officer, said the departure from the old manual process would decongest the Comelec offices of voters having their biometrics taken along with first-time registrants.
“The poll body is trying to avoid overcrowding during the deadline of registration this October,” he said.

According to Martin, 9.6 million voters have yet to be covered for biometrics and 150,000 of them are in the Cordilleras with 34,000 in the city’s 128 barangays.
He said electronic registration has been practised in Madrid, Spain, and introduced in Metro Manila.
Martin called on qualified voters, especially those who will be turning 18 years old on or before May 9, 2016, to avoid long lines.
The city has a voting population of about 160,000 and a turnout of about 75 percent during the recent national and mid-term elections.
