The new law declares that “it is the policy of the State to establish a clean, complete, permanent and updated list of voters through the adoption of biometric technology”. It was passed in the House of Representatives and the Senate in December 2012.
The biometric validation will begin on 1 July. Voters who fail to submit their biometric information such as voice, fingerprint, signature and iris scan, for validation before the last day of filing of registration applications for the May 2016 elections shall be removed from the voter registry, and may apply for reactivation after the elections.
About 8 million Filipinos out of the 50 million registered voters have no biometric records with the Comelec.
The new law prohibits the use of the database of voter information for “any purpose other than for electoral exercises”, and requires the Comelec to keep the database secure.
