The Pantawid Pamilyang Pilipino Program is a poverty reduction and social development strategy of the national government that provides conditional cash grants to extremely poor households to improve their health, nutrition and education particularly of children aged 0-14.
What the government previously did was to distribute Automated Teller Machine (ATM) cards to beneficiaries however after a detailed evaluation of the project it was found out that some of the project beneficiaries were making the ATM cards as collateral to loan sharks.
With the biometrics system in place, instead of distributing ATM cards to beneficiaries, the latter will be required to claim or withdraw the cash aid personally.
Secretary Corazon Soliman explained that once the fingerprints matches with the records in the system, the data of the beneficiary and the amount he or she has to receive will be seen in the computer.
She added that after records have been verified by employees of DSWD, the beneficiary will then receive the cash amount.
“The biometric system will also be implemented in Maguindanao province and eventually all over the country covering all the more than three million beneficiaries, which are set to be included in the system by 2013,” Soliman said in an official statement.
