The Department of Social Welfare and Development is undertaking an ICT Systems enhancement project to better support the activities of the National Household Targeting System for Poverty Reduction.

The National Household Targeting System for Poverty Reduction (NHTS-PR) is an information management system that identifies who and where the poor are.

It is a first of its kind in the Philippines, and makes available to National Government Agencies, Local Government Units, Non-Government Organizations and other stakeholders a socioeconomic database of poor households that can guide them in identifying beneficiaries of their social protection programs. Since the NHTS-PR is reliant on technology, the ICT enhancement project is set to equip the National Household Targeting Office with the necessary tools for data processing and management that will decrease the data processing time whilst maintaining data integrity.

Furthermore, the project will also address issues with regards to sharing of information as it will set to create a conducive environment that will facilitate easy sharing of information through data dashboards, maps, mobile processing and system to system integration with other government agencies

Vincent Leyson, Director of the National Household Targeting Office told FutureGov that the Php 315 million (USD 7 million) ICT enhancement project will include the installation of new hardware and software for the targeting system; capacity building for IT Officers; Use of Unified Multi-Purpose ID Card registration for the poor households and the digitisation of the household assessment forms. The Unified Multi-Purpose ID (UMID), in particular, is an initiative of the Philippine Government to standardise the identification process of individuals nationwide.

Leyson explained that the UMID is based on a smart card technology with embedded basic information, fingerprint, picture, and agency specific data of the individual identified in the card. “Giving UMID cards to the poor will ease the identification and verification process of the government so that they can focus on the delivery of social protection programs. The card can also be used as a mutually verifying ID for scholarships, subsidies and cash transfers as it has a Magnetic Stripe that can be used for ATM transactions.”

“Moreover, in our effort to espouse data integrity, we have on going, as well as lined up, validation activities for the year. We are also continuing the advocacy on the use of the NHTS-PR data among all concerned stakeholders. In addition, we are also strengthening the generation of feedback from our data users to get inputs for the planning of the next implementation of household assessment come 2013,” he concluded.
