The Sangguniang Panlalawigan of the Province of Leyte under the leadership of Vice Governor Mimyet Bagulaya is implementing a new system for an electronic or paperless session.

The Sangguniang Panlalawigan members including Bagulaya now use laptops installed with the Sanggunian Information System (SIS) a legislative tracking and performance monitoring project which is part of Improving Local Operations through eGovernance.

Bagulaya said they are implementing a new system for an electronic or paperless session, wherein the agenda and minutes of every SP session are accessible through laptop computers. The ordinances and resolutions could be immediately accessed instead of reproducing hard copies for SP members, she added.

LGUs may electronically send PDF copies of their ordinances for SP approval instead of spending so much government funds for the many copies that must be given each SP member.

When the installation of the system is completed and perfected, the Sangguniang Panlalawigan of Leyte will be able to cut approximately 70% operating expenses in terms of using the ink, paper and photocopying.

This move is a proactive response to improving the Sangguniang Panlalawigan of Leyte’s public accountability and transparency.

The system is a project which the Department of the Interior and Local Government (DILG) is sharing and coordinating with the Leyte SP. Aside from the program, the DILG is guiding the SP Staff through the step-by-step process of activating the system in the first computer programmed with it.

The SIS allows a comprehensive recording of all ordinances, resolutions and calendar of business of the Sanggunian. It has the capability to classify the ordinances enacted and resolutions passed by category. It contains information on the performance of the various committees and of the individual members of the Sanggunian. It can also tract/record the attendance of all members of the Sanggunian members.

The System can generate reports on Members, Attendance, Committee Reports, Session Reports, Ordinance Reports and Resolution Reports.

On Members, the system can generate reports such as master list of the SP Members, Master list of Sangguniang Members by term and Sanggunian Member Performance Profile.

On Attendance, the system can generate reports such as Attendance Profile, Monthly Attendance Report, Annual Summary of Attendance (Special Session), Annual Summary of Attendance (Regular Session), and Comparative Report of Sanggunian Attendance.

Committee Reports which maybe generated include Report on Committee Meetings, Report on Public Hearings, and Committee Performance Profile.

Session Reports which may be generated are Monthly Report on Unfinished Agenda, and Monthly Report on Session Agenda.

Ordinance Reports include List of Draft Ordinances, List of Ordinances Enacted, List of Ordinances Enacted by Category, List of Approved Ordinances, List of Approved Ordinances by Category, List of Amended Ordinances, and List of Vetoed Ordinances.

Resolution Reports include List of Draft Resolutions, and List of Approved Resolutions.

At its nascent stage, the SIS hand in hand with the Document Tracking System, is still being perfected and completed, Mr. Andre Sanico of the SP Leyte said.

Nevertheless, the SP Leyte is on the right track towards improved operations for public accountability and transparency.
