The Commission on Information and Communication Technology (CICT) on Wednesday said about a billion pesos worth of projects under the six-year digital roadmap will be implemented through the public-private partnership (PPP) scheme.

During the launch of the Philippine Digital Strategy for 2011 to 2016, Monchito Ibrahim, commissioner of CICT, told reporters that all projects under the roadmap would be implemented through PPP.

He estimated about P1-billion worth of government projects to improve the Internet connectivity of all public agencies.

Ibrahim said the P1 billion is allotted to build a citizen portal, community e-Center, government data center, among others.

"This would not include the hardware or infrastructure like setting up the broadband facilities for rural areas," he said.

Ivan Uy, CICT secretary, said other projects include the contact centers for all government agencies and the e-Bayad system.

He said the e-Bayad system allows the public to make payment online for government transactions.

Uy said the government is working on a "biometric capture" project, which will be used by agencies to validate the identities of the persons by capturing their thumb marks and facial appearances.

He expects to implement the biometric capture project by the middle of 2013.

"It's not a national ID system or a common ID system," he said, adding that the government is carefully studying the implementation of the digital ID system because of the privacy issue.

Uy said the PDS is expected to spur economic activity and improve social service delivery, thus improving standards of living.

He said that another strategy of PDS is the interoperability of government ICT systems, which will be part of the initiative to implement ICT policies and standards.

The PDS aims to provide opportunities for investment and jobs for all regions in the country. It provides a mechanism to enable micro, small and medium enterprises in ICT through a strategy developing their capacity to use the internet as a market expansion tool.
