Payments for online government transactions can now be made through credit cards, debit cards, cash cards and mobile-phone wallets for various fees, charges and other assessments from online government transactions with the issuance of the joint administrative order by the Department of Finance (DOF) and the Department of Trade and Industry (DTI) governing this.

Trade Secretary Jesli Lapus and Finance Secretary Margarito Teves have signed DTI-DOF Joint Department Administrative Order (JDAO) 10-01, entitled “Guidelines on the Use of Access Devices for Payment of Fees, Charges, Assessments and Other Revenues Due to the Government through the Electronic Payment and Collection System (EPCS) of a Government Entity.”

The JDAO is a product of a series of consultations with the various stakeholders and the public.

In a statement, Lapus said the JDAO aims to provide convenience for clients and the citizenry to transact online with government.

“It is, likewise, expected to bring about a more efficient and effective payment and collection service for government transactions, which translates to overall improvement in government operations,” he said.

Lapus said government entities (GEs) that remit their collections to the National Treasury and which have planned or existing EPCS will be more enabled to offer their clients the complete e-government service experience—an end-to-end e-government system that is interfaced with an e-payment facility.

Clients will be able to choose from a wide range of e-payment options, such as, but not limited to, credit cards, debit cards, cash cards and mobile phones (collectively referred to as “access devices”), to pay for their e-government transactions.

“This spells ease and accessibility of e-government services to the transacting public anytime and anywhere, at their convenience. The full text of the guidelines can be downloaded from the websites of the DTI [www.dti.gov.ph) and DOF [www.dof.gov.ph],” Lapus said.
