The e2m or electronic to mobile Customs is a project designed for the BOC to make use of the internet-based technology by enabling officers and traders of the said office to handle transactions via the Internet.
Arvin Yana, Systems Trainer and Communication Specialist of the Philippine e2m Customs Project explained that this project aims to impact positive trend on security, trade efficiency, and efforts in combating corruption. In fact, more than 80 countries have already been doing transactions using this Customs it system.
Since early this year, Philippines have yet implemented this technology in four ports namely Port of Batangas, Port of Limay-Bataan, Port of Manila, and the Manila International Container Port.
Yana announced that the Port of Davao will be the next to implement the e2m Project. Since September, personnel have been trained on Electronic Manifest System, Payment System, Hold and Alert System, etc.
He also added that the BOC database will all be synchronized and linked with other concerned government agencies that form part in some transactions of the former.
"Presently, we are only linked with the Bureau of Internal Revenue (BIR), thus, this project would be helpful for a more efficient and easier communication among stakeholders." he said.
Among all the benefits of the said project, fraud detection is considered the most significant. As this will start implementation, all transactions with external offices and stakeholders pass through designated gateways of the project and undergo stringent security checks.
The use of digital signatures and online checking of specific licenses are but some of the mechanisms that would detect fraudulent transactions.
