This was announced by the Bureau of Customs (BOC) on Thursday after the system was successfully executed at the Batangas port late last month.
The internet-based Imports and Assessment System (IAS) will soon be implemented in the Manila International Container Port (MICP), the Port of Manila, and the Port of Limay in Bataan, the agency said.
Processing of imports would be completed within 30 minutes from filing to release, Customs Commissioner Napoleon L. Morales said.
Besides enhancing trade facilitation between the agency and its stakeholders, the IAS is intended to harmonize, rationalize, and streamline imports and exports processing.
The project is one of the many major projects supported by the e-Governance funds of the Office of the President.
Under its recently-issued Customs Memorandum Order 10-2009, procedures for transactions were indicated under the electronic-to-mobile system.
To test the system, it was implemented at the Batangas port, resulting in six import entries with total duties and taxes totaling P59.5 that were validated from March 21 to March 31.
“We have long envisioned great comfort for our clients when they make transactions with us, and to make sure we make new system processes run smoothly for them, we are piloting Imports and Assessment System in Batangas, where high costs but low volumes of import trade are traditionally documented, before we implement them nationwide," said Morales.
In 2008, customs missed its revised P274.1 billion collection goal by P13.81 billion after it only managed to collect P260.4 billion. The amount however was P6.2 billion more than the original target of P254 billion.
The inter agency Development Budget Coordination Committee scaled down the revenue target of the BOC by P39.8 billion to P277.2 billion instead of P317 billion this year due to the global economic slowdown. It was originally tasked to collect P310 billion this year.
In the first two months of the year, BOC collections plunged 7.0 percent to P28.3 billion from P30.4 billion in January and February last year.
