The Canadian International Development Agency (CIDA) has ranked the Technical Education and Skills Development Authority (TESDA) first among 16 government agencies in the Philippines in the implementation of electronic governance initiatives.

TESDA Deputy Director-General Pastor Guiao announced here yesterday that during the recent Organization Transformation Readiness Assessment (OTRA) conducted by Bearingpoint Inc., TESDA topped the test with a score of 98.17 percent, besting 15 other government agencies.

Bearingpoint Inc., is the Canadian executive agency commissioned by CIDA to conduct the annual assessment and evaluation of the degree of readiness of an organization in e-governance initiatives.

TESDA, headed by Secretary Augusto Boboy Syjuco, was one of the 16 government agencies which were assessed and evaluated based on their mandate, vision, mission, policy framework, overall reform program; gender equality; desire and willingness to implement reforms; current situation analysis; governance and accountability; key internal systems and processes; the agency’s capacity to execute Information and Communication (ITC) programs; leadership and championship; and stakeholders support.

The CIDA-funded project is called Electronic Governance for Efficiency and Effectiveness (E3).

The goal of E3 is to strengthen the human resources of the Philippine government on the national and local levels in support of a more effective delivery of services through ICT, thereby contributing to poverty reduction and promoting peace and security.

CIDA said that E3 has four components. These are policy review, capacity building, support for developing public-private partnership, and development of pilot projects and project management.

Aside from TESDA, three of the other agencies tapped for the project were the Department of Health, Department of Social Welfare and Development, and National Disaster Coordinating Council.

Bearingpoint Inc. was impressed at how TESDA initiated, implemented, and sustained its programs.

TESDA was specifically cited for its jobs campaign, quality improvements in technical-vocational training, and registry of certified workers in the TESDA website which allows transparency of information.

Syjuco said that TESDA programs are aimed to empower workers and solve unemployment.
