The Personnel Information Database System or PIDS will be the central database of the civil servants’ records, their personnel movements and agency personnel-related reports.
The PIDS is part of a three-pronged reform program that was funded by the World Bank and the E-Government Fund to address festering problems in the bureaucracy such as the bloating size and high cost of the civil service, low productivity of people in the government and opportunities for corruption.
The PIDS is intended to make simultaneous and nationwide information-sharing possible. It shall enable authorized personnel in CSC and in the agencies to update and process data continuously. Hence, all HR actions and movements from entry to exit will be captured. In addition, entry and exit in the bureaucracy will be better monitored to keep track of vacancies and may actually help identify ghost employees.
Time spent in processing key HR functions such as promotion or retirement will be significantly shortened. Transactions and inquiries in the CSC field offices (FO) on matters regarding employment status, number of years in government, etc. without the hassle of travel would be possible since access on the database will be both at the CSC and agency levels.
This project is also designed to provide government agencies with a more accurate and current information regarding their personnel. Not only will there be a secured, reliable and accessible information database, this IT-enabled system will result to a faster retrieval and report generation of civil servant’s information. The PIDS will reduce redundancy of tasks and hasten the updating and verifying information about government personnel.
