In line with the vision of the League of Municipalities of the Philippines (LMP) to bring about rural empowerment that will advance the socio-economic welfare of people through the local government units (LGUs), Kabacan Mayor Luzviminda J. Tan said over the weekend she will adopt the network connectivity and e-payment solutions of the eCommunity program by integrating the Canadian government-funded Local Government Support Program (LGSP), an e-governance software currently installed in this town and 130 other LGUs in Mindanao.

This is being through the Canadian International Development Agency (CIDA) and in collaboration with the Philippine government.

The LGSP benefits will be further enhanced with additional 15 modules of the Government Application Systems provided by Netbridge Inc., one of the technology providers of the eCommunity program that includes GIS-based tax mapping and data mining capability to assist the LGU executives in executive planning, fiscal and policy formulation.

Mayor Tan expressed confidence that the eCommunity will enhance her efforts to promote peace and prosperity among her constituents, for whom she has developed an affordable housing program for the benefit of former squatters who would ultimately become taxpayers.

They would benefit from livelihood programs initiated by the mayor who also said that the livelihood proponents become competitive in local and international markets with the business, banking and telecommuniction tools available within an eCommunity-enabled Kabacan.

According to representatives of one of the LMP partners, the Vancouver-based PayGen International, a transaction processing company that owns Cashless Card, a global card payment system cobranded and issued by banks, Cashless Card commerce in Kabacan will soon be a reality under the eCommunity program as the town treasurer will have the capability to accept payments of taxes online anytime and anywhere in the world.

With the system, even OFWs can pay real property taxes via the internet.

The system also enables merchants including home-based businesses to accept payment of goods and services not only from Point of Sale (POS) terminals but also in mobile devices or the internet.

All entities dealing with the municipality shall open an account with any government bank or rural banks that will issue the Kabacan eCommunity PowerCard which serves as an ATM, debit, remittance, payment, health and calling card.

One of the technologies of eCommunity is the network connectivity to be supplied by the telephone companies based on the most cost-effective broadband wireless technologies that enable the municipality to become a WiFi Zone where local or international calls and high-speed access to the internet up to the remotest barangay can be possible at an affordable price.
