Transforming Government since 2001
SMS or short message service is also for farmers and fishermen so that they will have easier access to information in agriculture, fishery and natural resources.

The use of cellular phones continues to spread among members of the agricultural sector under the Techno Gabay program, which was recently launched by the Department of Science and Technology (DOST).

The program is actually under the Philippine Council for Agriculture, /forestry and Natural Resources Research and Development (PCARRD), funded by the Commission on Information and communications Technology, through the e-Government fund.

Particularly given cell phones are so-called "farmer scientists" in demonstration farms which constitute part of the Farmers Information and Technology Services network.

The DOST has provided them with cell phones to encourage them to bring their problems and other questions to PCARRD, which the latter has promised to respond within 24 hours.

DOST said that the technology used is similar to another system, the PAGASA's PICWIN or Philippine Interactive Climate Weather and Information Network that enables the public to access weather information via SMS.

The DOST sees the Techno Gabay program as ensuring the availability of information to the country's farmers, to help food sufficiency for the country.
