The NCC is a sub-agency under the Commission on Information and Communications Technology (CICT) and is the implementing body for many e-government related projects.
Speaking in an executive hearing of the e-Commerce Act at the Senate last Wednesday, NCC Director General Timoteo Diaz de Rivera said that several major e-government projects have started, with most of them now operating as expected, since the disbursement of the P4 billion e-Government Fund.
The NCC Director added that a United Nations study on e-governance showed that the Philippines performed slower than the previous year in several indices, including e-government readiness, website measurement, telecommunications infrastructure, and human capital.
“There was just a small slowdown but the purpose is to sustain these projects in an upward trend,” he observed.
Some of the beneficiaries of the e-Government Fund are the Bureau of Food and Drugs and the Departments of Budget and Management, Health, Interior and Local Government, and Science and Technology.
Two of the biggest recipients of the e-Government Fund were the Bureau of Customs and the Bureau of Internal Revenue, receiving 500 million and 678 million pesos, respectively.
Diaz de Rivera added that one of their newest projects is to create a Web-based real-time portfolio monitoring system for all e-Government Fund recipients that would allow project managers to view periodic status reports and evaluation of projects.
