A delegation of Information Technology (IT) experts from Italy led by that country's Ambassador-designate to Nigeria, Mr. Marcello Ricoveri and officials of the World Bank and Gateway Foundation have begun a four-day consultation with officials of the Federal Government for the launching of e-government by Nigeria. Speaking yesterday in Abuja at the reception for the Italian delegation, the Chief Economic Adviser to the President and Vice Chairman, National Planning Commission, Dr. Magnus L. Kpakol said the team would hold talks with international organizations, bilateral and multilateral agencies with a view to launching Statistics and National e-Accounting Systems Projects as part of e-government for development.

He said that it was at the instance of President Olusegun Obasanjo that the Italian Prime Minister agreed to include Nigeria among the five pioneer partnership countries in the implementation of the project.

Kpakol said the project has been approved by both the G8 and the United Nations as veritable instrument for promoting good governance and transparency in developing countries.

Explaining the purpose of the programmes Kpakol said, "It is aimed at providing effective contribution towards the awareness, planning, implementation and establishment of e-government in countries that have not or have partially introduced this tool for bridging social and economic polarization."

He added that the overall objective of the programme is the empowerment of citizens through access to information, improving interactions with businesses and industries as well facilitating better delivery of government services to the citizens through more efficient resource management.

He explained that e-government offers opportunity for enhancing efficiency of the economic systems, increased transparency and less corruption, which lead to increased possibility for developing countries in particular to attract foreign investment and multilateral and bilateral financial assistance.

He pledged that the National Planning Commission would ensure the proper coordination of the implementation of the projects through close collaboration with the relevant implementing agencies.

In his remarks, the head of the delegation, Ricoveri disclosed that the visit was the first and stated that there would be follow up missions towards the preparation of the final document.
