In a telephone interview with CNA from Castries, St. Lucia, Chou said the agreement was signed by Tseng Yun-chin, an executive of Taiwan's state-run International Cooperation Development Fund (ICDF), and Philip Dalsou, the permanent secretary of St. Lucia's Ministry of Public Service and Human Resource Development. The signing took place at St. Lucia's National Information and Communications Technology Center and was witnesses by Chou.
Under the MOU, Taiwan will help St. Lucia establish an electronized agricultural information system and an e-databank and management system for ID cards and birth registration information, according to Chou.
In the first phase of the program last year, Taiwan assisted St. Lucia with the development of a crime records management system, as well as an e-system in the transportation department which features efficient management modules for vehicle and driver and registration and licenses, he added.
Thanks to the concerted efforts of St. Lucia police and transportation officials, the two systems have significantly enhanced efficiency in government and the effectiveness of crime-fighting, Chou said.
During the signing ceremony, Dalsou praised Taiwan's contribution to the electronization of his country and thanked the Taiwan government for its help, while expressing the hope that it will provide wider assistance.
Chou said that the success of a foreign aid program is dependent on the attitude of the recipient country, as good results can only be obtained if the aid program is valued by the recipient.
The ICDF is also providing assistance to develop e-government systems in St. Vincent and the Grenadines, Saint Christopher and Nevis, and Belize, which are all allies of Taiwan, according to the Ministry of Foreign Affairs.
