Before this new system was introduced, parents wishing to re-submit a child benefit claim had to complete a complicated form at a centre for social services. As a fist step towards simplifying the exercise of the entitlement to child benefit and kindergarten fee subsidy, the Ministry of Justice and Public Administration, in collaboration with the Ministry of Labour, Family and Social Affairs, have introduced a new system of exercising entitlements.
It needs to be emphasised that this service is not applied in cases where:
- it is the first time that the entitlement has been applied for;
- other entitlements (e.g., social assistance, rent subsidies, etc.) are claimed at the same time;
- there are new facts and changes of circumstances that may affect the entitlement to benefits from public funds.
This initiative aims towards a more friendly system for the exercise of entitlements, especially for those citizens who exercise and renew an entitlement every year. As a second step, the planned amendments to the law on the exercising of public funding and other acts on business-related issues, will facilitate the implementation of a simple system like the current one for income tax.
At least for certain entitlements (e.g. child benefit) competent centres for social services will check in a fixed period of time, if those who submitted their applications are entitled to social benefits. This is based on the so-called ‘informative calculations’ system. The information system (eSocial) enables automatic verification of compliance. Of course, in some cases an application will still need to be submitted, especially in cases where there will be circumstances that might significantly affect the entitlement. Procedures and actions for the implementation of this system will be launched in the beginning of 2013.
The implementation of this proposed system is expected to make citizens’ lives much easier (in terms of both time and money), as well as benefiting the centres for social services.
This initiative is part of the Action Programme for Reducing Administrative Burdens by 25 % of minus25.gov.si. The portal is intended primarily to enable entrepreneurs and citizens to fulfil their administrative obligations.
