On 19 October 2011, the Ministry of Public Administration (MPA) launched Minus 25, a website aimed at informing the public about government efforts on administrative burden reduction.

Minus 25 is intended for private entrepreneurs and citizens who come into contact with the government through business dealings or in daily life. It also targets policy-makers and civil servants tasked with regulation and the provision of services for citizens and business entities. The MPA has set out to improve the business environment in the Slovenian economy, foreign investment and job creation through its ongoing implementation of the Action Programme for a 25 % Reduction of Administrative Burdens by 2012 (Minus 25 % Programme). Its implementation is partly financed by EU structural funds.

The government adopted the Minus 25 % Programme in May 2009, and set an implementation schedule as well as committed all ministries to achieve the minus 25 % objective by 2012. The Programme targets 71 laws in such areas as finance, taxation, employment, environment and spatial planning, labour legislation and drawing on EU funds. These laws and the implementing regulations together make 966 legal acts which represent an estimated € 1.5 billion in administrative burdens for the economy and citizens.

The elimination of administrative barriers, the reduction of administrative burden by at least € 300 million and the fostering of a more business-friendly environment for enterprises requires amending regulations and improving services for citizens and business entities.

The website, which has been created during the fourth stage of the Minus 25 % Programme, provides information on the realisation of the objectives set by the individual ministries, as well as on the establishment of stakeholder partnerships tasked with submitting proposals for the elimination of barriers and the simplification of legislation. These proposals are to be collated as part of the Minus 25 % Programme.

When reducing the burden, greater emphasis is to be placed on the areas of environment and spatial planning (building and environmental permits), finance (including taxes and excise duties), labour legislation, cohesion (drawing on EU funds) and the economy (including matters in the area of law of civil status and company law and business reports).

Slovenia, within the context of the better regulation agenda, implements better regulation principles with the aim of achieving a higher level of competitiveness for SMEs and increasing citizen satisfaction through various life events involving the state.

The government implemented the first set of measures in June 2011, with further measures being required in an effort to achieve the set 2012 target. According to the MPA, the implementation of measures also requires strong political backing.

Minus 25 is the national counterpart of the Action Programme on reducing administrative burdens in the European Union, which is part of the European Commission's Better Regulation Strategy. Another key feature of the EC's Better Regulation strategy is that it is implemented in close cooperation with all 27 Member States, following the invitation by the March 2007 European Council to Member States to set their own national targets "of comparable ambition", taking into account the different starting points and traditions. The dedication and results of the Action Programme have created a real momentum for reducing administrative burdens for businesses throughout the EU and served as example for a number of Member States, such as Slovenia.
