The system will allow lawyers and notaries across the province to use electronic forms to securely submit change in ownership and mortgage documents directly to the land title office, replacing the costly and time-consuming process of submitting paper documents in person. Once fully implemented, BC OnLine will be the operational interface with the public for accepting electronic filings. BC OnLine provides Internet access to e-government services for legal, business and government professionals. In 1999, Access BC won a licencing agreement from the province for the operation of BC Online for 10 years.
"This has been a record year in real estate so we're anticipating up to one million transactions," said Allan Crawshaw, vice-president of operations for Access BC.
"We stand between the database and the lawyers who are accessing the information and we handle all the payment mechanisms so the money is dispersed the parties involved."
The land-title e-filing system will be fully implemented in the second quarter of 2004. BC OnLine handles up to six million transactions a year.
