South Korea fell to the third place from the first in the 2016 e-government survey with the country’s human capital index moving down by 12 spots.
The UN compiles the e-government survey and releases the index every two years after the evaluation of member countries’ e-government levels. It had revealed six core assessment items every time before the launch of evaluations. The e-government evaluation standards of the 2016 United Nations (UN) survey, however, were undisclosed.
According to the 2016 e-government survey released on July 30, South Korea came in third after the U.K. and Australia, falling from first place, as the country’s human capital index moved down by 12 spots.
Until now, the UN has constantly changed the evaluation items of additional points, such as mobile environments and the opening of public data. In addition, it has decided not to reveal main evaluation items. Accordingly, countries, which are waiting for e-government assessments, have come up with its own major evaluation items. But, the UN decided not to unveil six core assessment items for the e-government evaluation last year, according to the Ministry of the Interior (MOI) on August 1.
An official from the MOI said, “Korea’s fall in the human capital index is likely to be related to the drop in college entrance rates. Since the people’s sentiment for college entrance and employment has changed, they decide their career path based on aptitude and interest.”
