The Government's plans to use e-government and a strong information infrastructure to increase overall competitiveness are detailed in a document published by the National Computerization Agency (NCA) of the Republic of Korea on 28 November 2003. The NCA IT e-Newsletter says that the Government has made efforts to become "transparent, devoted to serving citizens and efficient." It claims that since it introduced electronic services it has been able to reduce the number of buildings it owns.
It claims the following achievements for the past 12 months:
- The creation of a website providing more 400 services available online. This service has received 20m users and seen the processing of 320,000 cases. The online availability of documents for departments such as land register has increased the number of service transactions.
- An e-procurement system that has seen 130,000 transactions amounting to the equivalent of £12.1bn.
- The introduction of an online 'social insurance' system (for national pension, health and labour welfare) has reduced the number of forms a claimant must complete from 35 to eight. The integrated system has increased the number of claims and reduced the cost of processing.
- The creation of an online Home Tax System that nearly 30% of all taxpayers have registered to use.
- A Personnel Policy Support System which automates the human resource issues of public sector employees.
- A National Finance Information System for managing the budget and general finances of each central government department. This has provided for the electronic processing of 15,000 revenues and payments cases each day.
- Citizens need now only submit one document when applying for 'minimum living standard protection' instead of 15 thanks to the automating of a once manual system.
- The conversion of paper documents into electronic form has enabled Government departments to distribute documents more easily amongst themselves. Documents can now be circulated in one minute rather than two or three days.
- Electronic signature technology is being introduced.
- The Government has devised an Information Strategy Plan to successfully manage the IT in all its departments.
