"The concept of smart learning started in Korea. I think now is the best time for Korea's e-learning companies to export Korean-type smart learning,” Chairman Lee told Korea IT Times. "Education is culture. We should not place focus solely on exportation. We can succeed in localizing our products when cultural color is added to technology."

Lee noted that smart learning will have a positive impact on Korean companies' overseas advancement. He stated, "Smart learning calls for the active use of Information and Communication Technology (ICT). If we export platforms and related technology for smart learning, not just service and contents, we can enhance the possibility of Korean firm's successful advancement into foreign markets."Commenting that many large IT-related companies are moving to build smart learning platforms and provide relevant services, Chairman Lee said, "Current e-learning specialized companies are engaging in smart learning-related businesses through developing solutions and contents suitable for smart learning." "In the contents sector, they are attempting to improve qualitative services through close cooperation with electronic companies," said Lee.

Asked about the e-learning industry association's major business projects for 2012, Chairmen Lee said, "First of all, KELIA will drastically expand education curriculum, which will contribute to quality improvement of manpower in the e-learning industry."Secondly, we will seek next-generation e-learning that represents smart learning through the operation of forum and research and development projects. Next, we will take the initiative to implement industrial ecosystem-related projects, including quality certification and standardization."

“The government plans to introduce digital textbooks in 2015,” he said. "The government is preparing to introduce digital textbooks with a hefty budget, anticipating positive results. The introduction of digital textbooks is expected to convert the existing uniform and standardized educational method to a selective and tailor-made educational method to produce creative talents."In particular, common digital textbook platforms will be offered so that enterprises armed with suitable contents will be in the limelight."

Lee commented that there are five patterns of smart learning models in Korea. "The first pattern is mobile-learning. Since the supply rate of smart phones and tablet PCs has rapidly increased, mobile learning is regarded as a teaching and learning model that utilizes smart equipment. For instance, e-learning companies are producing various types of mobile learning solutions and learning contents." He chose social learning as the second pattern, saying that a growing number of companies and institutions are building an ordinary learning system through social learning. Social learning is regarded as a new learning trend for individuals.

"The third pattern is learning using augmented reality; that is the view of a physical, real-world environment whose elements are augmented. Many companies are attempting to experience learning and creative learning by using virtual reality technology," he explained. Lee continues, "The fourth pattern is strengthening the characters of the game - a certain rule, growth and competition. By applying the characters of the game to education, we can learn the basic rules of the economy and strategy of commercial transaction through MMORPG. "Finally, e-learning has been highlighted as the center of learning activity. Up until now, e-learning has been the center of learning contents. At present, however, learning activities using e-learning is merging with equipment and high mobility," he said.

Policy support for smart learning

He mentioned that smart learning needs a strategy to change technology and meet learners' demands. Lee said, "Accordingly, smart learning is suitable for small and medium-sized enterprises (SMEs) with advanced technology and expertise. However, SMEs usually have a smaller budget. As a result, the government seeks to help SMEs in the smart learning sector and provide substantial support for them.

"In addition, the government should prepare a rational guideline for copyright compensation which is one of the most important issues for smart learning. This allows SMEs to maintain their business activity with ease, without owing expensive copyright fees." The e-learning Korea 2012 will be held at COEX in Samseong-dong, Seoul from September 12th to 14th. Lee said, "For the main agenda of 'smart learning,' 100 Korean and foreign companies will introduce their products and services. Experts in the field will announce their study results and success stories to over 20,000 visitors this year."
