Transforming Government since 2001
South Korea topped in a recent e-government evaluation conducted by the United Nations.

The U.N. E-Government Survey is a biannual assessment of all 192 member states' government web infrastructure.

According to the Ministry of Public Administration and Security, the U.N. survey rated the Korean government's comprehensive online infrastructure as the best in the world. Its website operation level and user involvement level also ranked first.

In the previous survey conducted in 2008, Korea was placed 6th overall and 2nd for infrastructure.

Especially, the Womennet (www.women.go.kr), operated by the Ministry of Gender Equality, received a positive assessment.

Launched back in 2002, the website is an online network aimed at expanding women's web participation and introducing policies on gender equality.

As well as the free online education on Web usage, career and life consultations are also conducted for struggling women.

According to the ministry, the number of registered members was 460,000 last year. Nearly 2 million people visited the website in the year, up from 420,000 back in 2002.

More than 80 percent of the members are women in their 20s to 40s. They can find useful information on career management and legal consultations for family affairs.

Amid a high participation among women, the ministry said, 20 percent of the members of the website were men and the number is increasing.

"Despite some systemic improvement in gender equality, there still exists cultural and psychological prejudice toward gender here," said a ministry official.

"The growing male participation reflects what both the ministry and the Womennet are seeking through the website."

Encouraged by the positive assessment from the international community, the government plans to boost promotion of the country's advanced e-government status and expand investment in the information technology industry.
