The project is expected to improve business processes through providing over 66 eServices available through mobile applications or the website.
"One-stop-shop has been evolving for quite sometime. Today eight government agencies are coming together to sign one deal to make sure they interact with you using one window. Through that window, the government grants a licence or refuse the application," Dr. Ali bin Masoud Al Sunaidy, Minister of Commerce & Industry told journalists after signing the pact.
Dr Al Sunaidy on Sunday signed the agreement with Peter Smith, managing director of Nortal Gulf, in the presence of several senior officials from government institutions and private sector and businessmen. "It will take two years from December this year to deliver the service using one of the great technologies available in the world," added the minister. Nortal Gulf also signed four agreements with four Omani SMEs to allocate 10 per cent of the OSS project, as was dictated in His Majesty's directives in the SMEs Symposium held earlier this year.
As part of the OSS project, the eServices of Royal Oman Police, Ministry of Manpower, Muscat Municipality, Oman Chamber of Commerce, Ministry of Environment, Secretariat General of Taxation, and Capital Markets Authority will be enhanced.
'Cheap for people'
The minister said Sanad would help entrepreneurs to apply online. "It will be cheap for people to apply online. There are 400 Sanad agents, who are going to become ministry agents." The project will offer the owners of small and medium enterprises (SMEs), businessmen and investors with electronic services, including commercial name availability, reservation and registration, providing a window of a single entry point via the Internet to access government information and services, and providing an appropriate degree of flexibility with regard to the place, time and method of interaction in the provision of services accessible through various channels.
In addition to providing a safe and trustworthy environment and a more transparent procedure through which a customer can track the status of the request, as well as provide an easy mechanism to pay fees electronically.
The project is to be implemented over two years with six key milestones and will involve launching over 66 eServices, which address all aspects related to carrying out business activities in Oman. In order to reduce administrative overhead and improve organisation effectiveness, as a first step, consultancy in business change management will be provided. The second step will witness the launch of simplified and reengineered services using the electronic commercial register (eCR) portal, to reduce client time and effort spent at the MOCI and ease system maintenance. Developing and launching a mobile application for the services identified will part of the project's third milestone to help increase visibility and accessibility.
The fourth step in the development process covers website consolidation in which a centralised gateway for content and services will be provided as a single face for all services. In the fifth stage, the company will work on cleaning the investor data in the existing OSS database, in order to provide up-to-date data and accurate client information to allow for more advanced services.
The final stage in the OSS development process will incorporate the documentation of procedures, rules and regulations. Throughout the six milestones, Omanis working in this project will have excellent training experience and develop a fuller understanding of technology and business. The project development involves using nation-wide government licensing system, nation-wide annual reporting system based on XBRL (eXtensible Business Reporting Language) and business intelligence and executive dashboard.
Up to date, 6 eServices were launched for investors to submit their papers electronically without the need to go to the building of the Ministry of Commerce and Industry or to the regional offices of the ministry. The services are commercial name availability, reserve commercial name, renew reserved name, renew commercial registration, home business and E-application status enquiry. In addition to some support services, namely: electronic payment, and authorize a person to submit applications instead of the owner of the record.
The user must first obtain a PIN number by registering at the self-service machines provided by the Information Technology Authority (ITA) in most commercial complexes using civil ID. After the registration, the investor can enter and take advantage of online services per facility, either through the Ministry of Commerce and Industry through the following website www.moci.gov.om.
