Transforming Government since 2001
The ambitious eGovernment Transformation Plan was formally launched at a symposium organised here yesterday under the auspices of the Information Technology Authority (ITA) in the presence of Sheikh Fadl bin Mohammed bin Ahmed Al Harthy, secretary-general of the Council of Ministers and a host of dignitaries.

Oman's e-Governance initiative encompasses the vision of transforming Oman into an advanced, world-class e-Government by seamlessly integrating all ministries and government entities to provide quicker and more effective public services online.

Addressing the inaugural session, Dr Salim Sultan Al Ruzaiqi, CEO of ITA, said, "eGovernment is a priority for Oman as it will take Oman forward to a new era of progress and prosperity. The plan facilitates improved interaction between citizens, businesses and Government.

"The eGovernment Transformation Plan approved by Council of Ministers' directive in June 2012 aims at moving from the current set-up to eGovernment in the next three years.

Oman is ranked in a good position on the UN eGovernment Development Index, etc. and that speaks we are abreast with egovernance system.' Appreciating that some government bodies like the Ministry of Education, Ministry of Manpower and Muscat Municipality have worked hard to adopt the eGovernment Transformation Plan and there are many who are still catching up.

There are about 800 services which should take to eGovernment Transformation Plan and this indicates there are enough opportunities on this front.

He added that the government entities should form committees to list out the services, document them and re-engineer and then establish a plan to turn to eGovernment.

Six stages

Dr Salim Sultan Al Ruzaiqi dwelt at length the six stages of the transition to eGovernment.

Pertaining to the role of government institutions in the activation of the plan, he said that each organisation is to take the lead towards the formulation and implementation of the eGovernment Transformation Plan, with the continued support of the leaders of government institution committees and task forces organisation.

They are to formulate a comprehensive and realistic strategy to implement the plan, in close coordination with the Information Technology Authority, allocating budget and adequate resources for the implementation of all phases of the eTransformation and re-engineering of business and procedures within government agencies, to increase their efficiency and further integrate the applications and services of government agencies, refining the capacity of staff and workers in government entities.

This symposium comes in line with the national strategy for e.oman and Digital Oman eGovernment, to determine what has been done so far in terms of preparing the infrastructure, and the development of eGovernment services, capacity-building and national skills in the field of information technology, and in order to promote eGovernment services.

The aim of this symposium is to work towards enhancing the delivery of government e-services to bring about the desired eGovernment Transformation, in accordance with certain policies and standards and within a specific time frame.

Forming the basis for the information to be shared and discussed during the symposium were a number of key presentations.

Transformation

Following the opening speech, John P. Roberts, a research vice-president and distinguished analyst with Gartner's CIO and Executive Leadership research team, focused on the importance of eGovernment transformation.

Khalid Sulaiman Al Siyabi, a consultant in the infrastructure and eServices division at ITA, addressed the implementation of eGovernment Transformation, explaining the stages of the eGovernment Transformation Plan. Maged Boulos, in-charge of ITA's strategic and planning division, highlighted important eGovernment Transformation Measurement Tools and Indicators.

Syed Faruk, a consultant in the governance and advisory division at ITA, spoke on the topic of eTransformation Methodology and Frameworks.

Implementation

Khalid Sulaiman Al Siyabi said, 'The eGovernment Transformation Plan consists of six main stages that have been set according to policies and standards, within a specific time frame, in order to ensure the full transformation to eGovernment.

They include ePresence; Interaction, Transactions, Transformation, eParticipation eBorder /eRegional.

On transactions, he said that this stage will enable the public to conduct complete online transactions such as licence applications, course registrations and personal information updates.

The phase includes the ability to carry out ePayments. Government agencies will use a mixture of internet and telephony technologies. This stage will end in December 2014.'
