Transforming Government since 2001
In a bid to simplify government procedures, a major strategic eGovernment Transformation Plan was launched in compliance with the Royal orders of His Majesty Sultan Qaboos, and on the direction of the Council of Ministers, here yesterday. Launched at a symposium, organised by the Information Technology Authority (ITA), the plan envisages adoption of technology in the government’s daily operation and focuses on electronic delivery of its services.

The event was held under the auspices of Shaikh al Fadhl bin Mohammed al Harthy, Secretary-General of the Council of Ministers, and Dr Salim Sultan al Ruzaiqi, CEO of ITA, as well in the presence of ministers and other officials. The highly ambitious plan consists of six main stages set according to policies and standards, within a specific time-frame, so as to ensure full transformation to eGovernmenance.

“The main aim of the plan is to increase effectiveness of government services and automation available to citizens, businesses and government agencies with focus on development of the integration of electronic services, so that they are available at all times in a safe and easy manner,” Dr Salim al Ruzaiqi said.

A total and a paradigm shift from the traditional government services to eGovernment will have to take into consideration the six steps which are ePresence of the government to be felt in Arabic and English by June 2013; Interaction which focuses on transactions of communication between the government agencies and the public by December 2013, Transactions (before December 2014) which will enable the public to conduct complete online transactions and the ability to carry out ePayments.

Additionally, the seminar points at transformation which should provides value-added, public-oriented eServices by December 2015. Another phase of total eGovernment is eParticipation, a long-term goal for eGovernment development which will see complete tools such as online voting, polling and surveys digitalised. The final phase of the Transformation Plan is the eBorder or eRegional which too is a long-term goal that offers two-way services with neighbouring countries and other countries in the region.

John P Roberts, Research Vice-President and distinguished analyst with Gartner"s CIO and Executive Leadership research team, who spoke about the importance of eGovernment transformation, said that several countries in the region and elsewhere have already transformed themselves to eGovernment successfully. The successful examples of the United Kingdom, Canada and Singapore can be seen as models and challenges and changes encountered by each country can be taken as benchmarks.

Dr Salim al Ruzaiqi advocated that each government organisation is to take the lead in formulation and implementation of eGovernment Transformation Plan, with the continued support of the leaders of government institution committees and task forces organisation.

They are to formulate a comprehensive and realistic strategy to implement the plan, in close co-ordination with the ITA, allocating budget and adequate resources for the implementation of all phases of the eTransformation and re-engineering of business and procedures within government agencies, to increase their efficiency and further integrate the applications and services of government agencies, refining the capacity of staff and workers in government entities.

Khalid Sulaiman al Siyabi, consultant in infrastructure and eServices division at ITA, spoke on ‘Implementation of eGovernment Transformation’, while Maged Boulos, In-Charge, Strategic and Planning Division at ITA delivered his speech on ‘eGovernment Transformation Measurement Tools and Indicators’. Syed Faruk, Consultant in the Governance and Advisory Division at ITA, spoke on the topic of ‘eTransformation Methodology and Frameworks’.
