The Sultanate's Government has taken up the job of e-governance very seriously and among major eOman projects are the official eGovernment Services Portal, Oman Government Network, ePayment Gateway, National Data Centre, Innovation and Support Centre, eTransactions Law, National IT Training and Awareness, Oman National CERT, and the e.oman Awareness campaign. Mohammed bin Nasser al Wahaibi, Senior Executive at the Information Technology Authority (ITA), explained the need for ambitious eOman projects.
"The projects are going on under direct supervision of Information Technology Authority. Since we are living in digital age, it is important now to make people understand the practical applications of these services and their importance in developing a digital knowledge society. The services are also aimed at improving the government's electronic service standards." "The basic idea behind the projects is to create an effective government-community-citizen infrastructure that provides better public services to people, resulting in a meaningful information flow between the government and citizens," he said.
The first and foremost objective of eOman project is to connect all the government establishments with links so that they can share necessary information about each other. The idea is to relieve burden of the departments and ministries and save their time and energy and make them more resourceful. The facilities will also save time of general people and they can avoid running from one office to another for the sake of furnishing small information to a particular department.
Citing an example of information sharing through e-government, Mohammed said, "The information sharing is restricted between the departments, as the link does not give the other party access to all the information loaded in the eService website. For example, if certain ministries want to verify the credentials of a citizen or a resident, they can visit Royal Oman Police (ROP) site and get the information about his resident card etc. This does not mean that by visiting the site they will have access also to other exclusive information of the department."
Under the eOman project the ITA provides advisory services to the government agencies and related entities in Oman. The services are aimed at enhancing and optimising IT resources for efficient delivery of citizen's services and effective operation of the government. The advisory framework contains all the essential components to establishing a flawless relationship between ITA and the government agencies and ensures quality of the services delivered by the ITA.
An important component of the advisory framework is 'Services catalogue' that provides a clear description of the services, the roles and responsibilities of ITA and service recipient. The catalogue has clear description as how to request service and other details in order to ensure that the one who is requesting is able to identify the right service and will communicate to the right team to achieve effective response.
