Transforming Government since 2001
The Muscat Municipality has launched the first phase of the knowledge portal that will offer a centralised access point for finding and managing information, using a browser. Users will be able to collaborate effectively online without having to switch from one application to another besides allowing them to browse through information by categories, search for information, subscribe to new or changing information, find information in lines of business applications, check documents, review a document’s version history, approve documents for publication and publish documents.

The municipality has chosen Microsoft’s .NET architecture to build this portal as part of the government of Oman’s e-initiative.

The project forms part of a strategic agreement signed by the government and Microsoft Middle East last year.

Yaqoob Dur Mohammed Al Balushi, director of Information Systems Directorate at the Muscat Municipality said: “As part of the country’s e-government initiative, we at the Muscat Municipality are committed to providing our employees and end users with information on a real-time basis.

“Timely information depends on a robust IT infrastructure, which enables us to make the right decision at the right time.”

The Muscat Municipality’s IT infrastructure is based on the Microsoft.NET platform, a set of Microsoft software technologies that seamlessly connects information, people, systems and devices.

“We were looking for a portal solution which gave us one unified base for an integrated application environment and combines desktop productivity software with messaging and Internet capabilities.

“With Microsoft’s platform we have achieved our aims and the first phase of the project is now live with over 700 users migrating to the new platform in a record two week time period,” the municipality official added.

Abdul Latif Almulla, general manager, Microsoft Middle East — South Gulf Region mentioned that Microsoft had been working closely with the Government of Oman as well as the Muscat Municipality to build a strong technology foundation for the future.

“Using our experience of working together with various governments to deliver on the e-government vision to leverage the power of information technology to drive faster, more effective government processes and public interaction, we are committed to working with the Muscat Municipality on their requirements,” he said.

In the next phase, Muscat Municipality will deploy Microsoft’s Content Management Server 2001 and integrate it with SharePoint Portal Server 2001 to streamline information better. SharePoint Portal Server 2001 provides access to information stored inside or outside an organization, enabling users to find and share documents regardless of location or format.
