The Office of the Government Chief Information Officer today (March 28) awarded a contract on the implementation and operation of the Government Cloud Platform (GovCloud) to Atos Information Technology HK Limited for a term of seven years.The estimated contract value over the seven-year period is $127 million.

GovCloud is a large-scale central IT infrastructure for hosting e-government services for shared use by bureaux and departments. Such services include electronic information management, electronic procurement and others.

The contractor will provide a range of services covering project management, system implementation and integration, operations management and data centre hosting.

Speaking at the contract signing ceremony, the Government Chief Information Officer, Mr Daniel Lai, said the award of the contract signified a milestone in the Government's cloud computing journey.

"GovCloud is the Government's first major private cloud initiative. Our aim is to capitalise on cloud computing for more agile and cost-effective delivery of e-government services to meet rising demand and the expectations of government departments and the public.

We are set to roll out the GovCloud service before the end of this year," he said.

Mr Lai noted that GovCloud could bring about economy of scale and drive down the cost of hosting e-government services with the use of a shared central infrastructure.

"It will substantially reduce service delivery time and enhance our responsiveness in meeting dynamic demands through rapid provision of computing resources, including processing power, network bandwidth and disk storage," he added.
