According to Elizabeth Tse, Permanent Secretary for Commerce and Economic Development (Communications and Technology), the renewal of the memorandum signifies the continuation of the close collaboration between the two governments, particularly in areas such as e-government, cloud computing, wireless technologies, and creative industries.
Specifically, the cooperation will seek to exchange best practices and ideas on government service delivery, multimedia and software applications and products, e-commerce, broadband networks and applications, wireless and mobile applications, digital broadcasting, and IT manpower development.
Collaboration can take the form of investment and technology partnerships, commercial and industrial exchanges, facilitating technology development efforts, promoting educational and talent development, and policy and regulatory information exchanges.
The Governments of Hong Kong and Finland first signed their ICT pact in 2000, then renewed it in 2005. Since then, the two governments have been exchanging ICT best practices and lessons learned through organised mutual visits and exchange programmes.
