The Building Department at Dubai Municipality on Monday launched a new online system for building licensing and control.

The new system is a comprehensive online system for receiving, processing, following up, delivering, evaluating and archiving of all 101 Building Department services.

The new system serves all those who work in the construction sector including consultancy offices, contracting companies, décor companies, demolition companies, and property owners. The system also includes a detailed, comprehensive and dynamic database of buildings in Dubai. It can be offered to concerned departments in the Municipality through direct link or through GIS. This was announced in a press conference on Monday by Qassim Sultan, Director General of Dubai Municipality. Eng. Mattar Al Tayer, Deputy Director General, Hussein Nasser Lootah, Assistant Director General of the Municipality for Planning and Building Affairs and Head of the e-Government Committee, Khalid Mohammed Saleh, Director of Buildings Department and AbdulHakim Malik, Director of Information Technology Department were also present on the occasion.

Objectives of the system

The objectives of the online building licensing and control system include:

  • Transforming the manual working system with paper to e-Government system by utilizing the advanced internet technology
  • Simplifying and facilitating the procedures for offering all the 101 services of the Building Department
  • Enabling the customers such as consultancy offices, contracting companies, décor companies, demolition companies, and property owners follow up their transactions instantly and permanently through internet
  • Doing away with the system of entering information in more than one systems in the Municipality by way of linking all systems and exchanging information
  • Setting up a detailed electronic database on buildings by way of making dynamic information card for each building that contains all the detailed information on the components of the building, which electronically changes as and when alterations are made on the building
  • Setting up an electronic database on all procedures and transactions of the Building Department, which provides statistical information, performance indexes and various accurate follow ups
  • Keeping pace with the highest levels of world class cities and securing the pioneering position at the regional and international level in this type of services

Services offered by the system

The system can provide:

  • All services of Licensing Section (75 services)
  • All services of Inspection Section (13 services)
  • All services of Engineering Supervision Section (13 services)

Phased launching of services

The system will be gradually launched in three phases as per carrying out the linking of services without any occurrences of disturbances and facilitating the customers transform their work easily. These phases will be:

First phase, which is being launched now, include:

  • 24 services that cover transaction regarding all types of building licenses
  • One service that covers applications from contractors for inspecting construction site

Second phase, which is expected to be launched in two months period, include:

  • 30 services among the complimentary services of the Building Licensing Section

Third phase, which is expected to be launched gradually before the end of December, include:

  • 46 services that cover the services of the Building Inspection and Engineering Supervision sections and the remaining services of the Building Licensing Section

Works offered by the system

The system is designed to offer a big number of works. The important among them are:

  • Receiving transactions online
  • Offering information on plots and buildings from the list online
  • Processing all transactions internally online
  • Following up transactions and internally processing them online through its owners instantly and permanently
  • Online communication and exchange of information and letters between Municipality employees and those who have submitted the transaction
  • Receiving remarks and getting appointments fixed online
  • Doing the accounts of car parking, garbage areas and rooms, fees and insurances and presenting them online
  • Paying fees and insurances for all transactions through the system
  • Appointing contractors and accepting building licenses and accomplishment certificates online
  • Evaluating the performance quality of consultants and contractors through the evaluation system for all transactions
  • Constant monitoring of the quantity of work of the engineers and extracting the required reports in order to ensure quality of work and competence of performance
  • Archiving all transactions of consultants and contractors and supplying them with various search tools and making dynamic information card for each building on a permanent basis
  • Setting up a database of buildings, all transactions, procedures and administrative works regarding them and supplying with search tools and extracting various reports
  • Live interaction with customers through SMS system on transactions and general letters
  • And many other works …

Link with other systems

The Building licensing and control system is directly linked with the following systems:

  • e-Government services
  • Geographic Information System (GIS)
  • Pre-qualification system for contractors and consultants (PQ)
  • Electronic Archiving System (DMS)
  • Dubai Government Financial System (GRP)
  • e-Payment System

Characteristics and pioneering in the project

  • First electronic system in the region where online licensing and control is undertaken
  • First electronic system of its kind where 100% transactions are processed online
  • Integration with other systems
  • First dynamic database is formed and the first database with customer participation
  • To be the first system in the world supported with a system for transmitting plans
  • Designed and developed with the co-operation and full participation of customers

Efforts on co-operation and training on the system

The department has exerted special efforts for securing customer participation in developing, designing and setting up the system. Important among them are:

  • Formulating a small system on a trial basis and experimenting it with a group of consultancy offices
  • Training 81 consultancy offices and taking their observations on the system on trial
  • Forming a permanent team of seven consultancy offices for reviewing the system and presenting suggestions
  • The system was presented during two public meetings with consultancy offices and their suggestions were accepted
  • 48 consultancy offices were trained on the system and 30 offices will be trained weekly Evaluating the system by trainees
  • Result of the evaluation by the team participated in the system was 87%
  • Result of the evaluation by the present trainees was 85%
