Dr. Mohammad Emir Mavani, Federal e-Government Programme Director at MoFI said, ' This policy facilitates and streamlines the initiation of new services by various ministries and departments under eGovernment initiative. Service initiation is the most critical and important step in the lifecycle of enablement of any government eService. Ministries have to identify and specify the service that they propose to offer through e-channel and think through its benefits and delivery mechanisms for users. If a proper process is followed at the initiation stage, the implementation and roll-out of the service becomes easy and the resulting service is successful in terms of its high quality and usefulness to community.' Dr. Mavani further added,' The number of projects involved in eGovernment initiative is very large and each project involves detailed planning, specification and implementation, Due to this ,the UAE Federal Government has recognized the need to set standards and policies for critical areas to attain consistency and maximum efficiency in eGovernment project implementations. The importance of standards and policies gets further underlined by the fact that many of these projects may involve more than one ministries, various external or non-governmental or business organizations, citizens, government employees and general public. A consistent interface for all the entities involved could only be achieved if standards are developed and implemented. There are about eighty different policies and standards to be developed under this project covering about fifteen subject areas.'
This project is being done by eCompany, the strategic Technology Partner of Federal eGovernment. Ahmad Bin Ghannam, the eGovernment Program Manager at eCompany said , 'These policies and standards are being developed in a phased manner after extensive consultations with various subject matter specialists, government officials and considering industry best practices. The purpose achieved by the standards and policies developed would be to attain consistency in initiation, specification, planning and implementation of various eGovernment projects.
'This would also result in the optimum utilization of investments that are made at present and to be made in near future by eGovernment on such projects. Standard processes would help facilitate integration efforts which are required during various phases of eGovernment initiative. Keeping in view the changing requirements and dynamic nature of the technology this project would be followed by a continuous process of policies, standards review and update, ' Bin Ghannam added.
