His Highness Shaikh Mohammed emphasised that “the launch of the new award was in line with the m-Government initiative which was launched last week to define the future e-government that will be racing against time to identify and fulfill the public needs around the clock in an innovative manner that will exceed their expectations.”
“When we announced the m-Government, we instructed local and federal government bodies to provide their services in a creative and easy manner on smart phones within 24 months,” he said. “But we are sure that some of these bodies have already started the process with some making progress in this regard. That is why we want this award to honour the agencies which have assimilated this message and started to take action and have proved they are capable of being responsive to changes and requirements to serve people and achieve welfare for them,” he added.
The Best m-Government Service has the following categories:
- - Best m-Government Service Award on the Federal Level.
- - Best m-Government Service Award on the Local Level.
- - Best m-Government Service Award on the Arab Level.
- - Best m-Government Service Award on the Global Level.
- - Best m-Government Service Award for Students from Universities in the UAE.
Speaking on the ‘Best m-Government Service Award for Students from Universities in the UAE’, which is worth Dh 1 million, Shaikh Mohammed said: “At the next Government Summit, I want to express my pride and to show the participants the innovations of the Emirati youth and their vision of the future of services provided by their government. We are hopeful and have confidence in you. We will support you, so start now and be creative. You can do it.”
He added: “We gave instructions to make the first Best m-Government Service Award an Emirati one, with a pan-Arab horizon and a global scope, so as to reflect the interest the UAE has in establishing a pioneering regional and global model for innovation and best practices in terms of outstanding and innovative government services.”
Assessment criteria of the Best m-Government Service Award include ‘efficiency and effectiveness.’
This criterion focuses on the efficiency in terms of improving the service productivity such as reducing the time and effort and cost associated with the delivery of the service as well as the effectiveness of the m-application/solution and ability to solve a problem that deals with Public Service with high level of impact on society.
The new award also seeks to ensure access to government services around the clock that are easy, efficient and transparent to meet the public needs, to ultimately achieve high-quality life for Emiratis and residents, in line with the UAE Vision 2021.
Submission will open on 8th December and will close on the 12th December, 2013.

The winners of “The Best m-Government Service” on the Federal, Local, Arab and Global levels will be honoured in a special awards ceremony at the second edition of the Government Summit, due to be held in Dubai, on 10-12th February 2014.
