The Zakat Fund and Abu Dhabi Systems and Information Centre (ADSIC) held a press conference on the morning of 05/01/2011 at the headquarters of the Zakat Fund in Abu Dhabi to launch the Zakat payment service via the Abu Dhabi e-Government Portal and sign a memorandum of understanding in the field of spatial data, designed to guide the well-wishers to the nearest Zakat payment or donations points in all fields and channels of goodness.

This conference was attended by H.E. Rashed Lahej Al Mansoori, Director General of ADSIC, and H.E. Abdullah Bin Oqeidah Al Muheiry, General Secretary of the Zakat Fund.

H.E. Rashed Lahej Al Mansoori, Director General of ADSIC said: "The signing of this agreement comes as part of ADSIC's strategy which aims at harnessing modern technology to enhance the identity of the United Arab Emirates through providing a technical mean to perform the third pillar of Islam and offer more technological options to various groups and segments of society in order to give donations through the many channels of goodness. This portal also serves as a foster for key initiatives and assistance for local and federal government authorities to achieve maximum quality to reach the highest levels of efficiency, information security and implementation of best practices to provide modern and international government services in accordance with sustainable community development concepts, which are emphasized by Abu Dhabi Vision 2030".

H.E. Al Mansoori added: "The agreement offers various methods for those who want to contribute to charitable causes, either by browsing the geospatial portal (geoportal.abudhabi.ae) and find through simple steps all the places where there are machines in Abu Dhabi, Al Ain and the Western Region. Afterwards, he can locate the nearest place to his residence and go directly to it or donate at his convenience through browsing the Abu Dhabi e-Government Portal (abudhabi.ae). Moreover, the Zakat Fund can distribute paying machines in new places within populated areas in Abu Dhabi. At a later stage, a geospatial application will be launched to browse all of those services on the Zakat Fund's website, which will be announced in due course".

From his part, H.E. Abdullah Bin Oqeidah Al Muheiry, General Secretary of the Zakat Fund said: "This Agreement of Cooperation is a practical translation of the principles of the Federal Government to strengthen ties with local and federal institutions to achieve a community partnership with ADSIC through paying the Zakat and alms via Abu Dhabi e-portal, which increases the diffusion process of the Zakat on par with our strategic plan in the UAE, as well as the exploitation of its international widespread to attract new Muslims added to the Muslims of 35 countries who were able to submit their Zakat via the Zahat Fund's website through Dubai e-Government portal, which underlines the confidence of Muslims around the world in the UAE government and people, as a result of the transparency pursued by the UAE Zakat Fund in its dealings with the Zakat payers and well-wishers, in addition to the safe use of information technology which are the most recent and relevant to our society as we value the role of ADSIC in this area".

H.E. Al Muheiry stated: "The Zakat Fund has been pursuing the electronic system since its inception in 2003 in accordance to the motto "a modern vision for an Islamic obligation", where we have more than 15 online programs in different areas of work and we aim through our current strategy to launch 40 other online services to facilitate the Zakat process for Zakat payers and well-wishers, as well as the Zakat Fund staff.

The Press conference was attended by Noura Al Jarwan, Director of Human Resources and Services, Jamal Khalaf Al Mazrouie, Director of Zakat Resources and Information, Mohammed Suleiman Al Blushi, Director of Beneficiaries of Zakat, Karim Al Raeesi, Executive Director of the Spatial Data Center and Ammar Al Qurna, Director of Operations, in addition to the technical group supervising the project of paying the Zakat via Abu Dhabi e-Government Portal.

The proceedings of the press conference have witnessed the official launch of the Zakat payment service via the Abu Dhabi e-Government Portal. A presentation was made which started with an outline of the services offered by the e-portal (abudhabi.ae), followed by an explanation on how to pay the Zakat via the portal, referring to the keenness of the technical team, in collaboration with the Zakat Fund, that the procedures should be simplified and finished in the shortest time possible.

The strategic objectives of the spatial data program of Abu Dhabi include achieving a broader geospatial community transformation and granting the Government, companies and community members free access to information and e-Geospatial services. We can realize the benefit of this program in reducing wasteful investment of geospatial information that are needed by more than one authority is achieved through the collection and use of geospatial data and related services and exchange the same between government and non-government sectors to enhance coordination between the various disciplines in all sectors and support the decision-making process to be better and based on more accurate information. ADSIC seeks to achieve these goals through core values that include efficiency, focus on customers, excellence, creativity and respect, in addition to establishing the concept of sustainability, teamwork and transparency.

The program focuses on several areas in 2011, including building the capacities of corporate geographic information systems those of the members and establishing alliances and partnerships with international entities working in the field of information, technologies and geospatial services (GITS), in addition to exploring new horizons to enable spatial e-Government services to support decision-making. The geospatial portal (geoportal.abudhabi.ae), which has been designed in 2009, is an important step towards achieving the program's goal of establishing a network among government departments and authorities.

Since the launch of the spatial data program for the Emirate of Abu Dhabi in 2007 with the participation of eight government authorities only, it has been focusing on key factors to ensure its success and development, such as the strong and continuous support of the wise leadership and the cooperation of the community, in addition to the technical capacity-building.

The program was able to implement several initiatives and projects that would provide the e-Government with spatial resources, which increased its base and community members to 44 government and semi-government authorities through which it shall perform many projects, aiming at increasing the participation of the private sector and academia and signing 21 partnership agreements with the participating authorities in the program to enhance cooperation and provide the best services.

The Zakat Fund was established under Federal Law No. (4) of 2003 as a Zakat authority which aims to increase awareness of Zakat and establish the concept of its effectiveness and important role in developing the individuals and society in order to revive this obligation in application and practice for the benefit of the various vulnerable segments in accordance with Islamic banks called 'Zakat Banks'. Moreover, the Zakat Fund also puts at the top of its agenda achieving a socially interdependent and humane interrelated society. Furthermore, the Fund is active in the development of charitable work and service of people in need according to the Islamic laws.

The Zakat Fund aims to accept, develop and disburse Zakat funds as they are supposed to and by the order of priority. It also aims at raising awareness of Zakat and its role in life, as well as spreading the spirit of solidarity and compassion among the members of the community.

Its resources consist of the Zakat funds that Muslims wish to pay to the Fund directly or the funds forwarded to it through charities or any other authorities to disburse them according to the Islamic laws to the beneficiaries. The resources of the Zakat Fund also come from donations, grants and subsidies which are not inconsistent with the objectives of the Fund and accepted by the Board of Directors, in addition to the Fund's budget as part of the UAE's general budget and the funds of that come as the result of exercising activities which are not inconsistent with its objectives.
